The government, trough the Fact Act made it possible for everyone to receive a free copy of their credit report from each of the three major credit bureaus.
The only way to obtain these 3 free credit reports is through a central Annual Credit Report Request Service that the three credit bureaus have set up.
Several scenarios entitle you to an Equifax free credit report in addition to your free government credit report. These include being declined credit, unemployed and looking for a job, a victim of identity theft, disputing a credit report and a few more.
