Using a card while keeping utilization low?

    I would like to use my credit card only for the “points” as I don’t spend more than I have, but my credit limit is relatively low compare to what I spend and I am always close to 60%-70% utilization. I pay always on time but I have heard the ratio has to be kept low, and I can see my credit score is not very high maybe because of that.

    So I was wondering if it was possible to transfer on the credit card what I am going to spend “in advance” (then having a negative balance, which seems possible) in order to keep a low utilization? I was basically wondering if the utilization is based on what you spend with the card or if it was really based on the actual balance (then paying what is on my card every week would allow me to keep a low utilization while spending more using the card).
